- What's a Section?

The ARRL Field Organization is divided into 71 administrative units called "Sections".  A Section is a state (or territory) or a part of a state. There are two special cases where a Section includes more than one state: Maryland/DC, and Pacific (Hawaii and the U.S. Pacific islands). 

The ARRL members in each Section are entitled to vote for their Section Manager (SM) who is elected for a two-year term. (If only one candidate is nominated, that candidate is declared elected without balloting.)  Terms are staggered among the sections in an order established by League HQ.  Colorado's SM term begins on October 1st in odd-numbered years. 

The 'job' of the SM is to implement and manage League programs within the Section.  These programs include emergency communications, message traffic relay, technical activity / problem solving, volunteer monitoring, government relations, public relations in the general community, information services for amateurs, and cooperation with affiliated clubs.  For each of these areas, the SM appoints a leadership official to oversee the specific pertinent activities.  These leadership individuals are collectively referred to as 'the Cabinet'. 

Cabinet positions include:

- Assistant Section Managers
- Affiliated Club Coordinator
- Bulletin Manager
- Official Observer Coordinator
- Public Information Coordinator
- Section Emergency Coordinator
- Section Traffic Manager
- State Government Liaison
- Technical Coordinator

The SM also appoints volunteers to serve within these program areas to include Official Emergency Station, Official Bulletin Station, Official Observer, Public Information Officer, Asst. Section Emergency Coordinator, District Emergency Coordinator, Emergency Coordinator, Official Relay Station, Local Government Liaison, and Technical Specialist.

In addition to managing these programs, the SM also:

... assists ARRL members with questions, issues or problems dealing with ARRL HQ or League products and services;

... maintains liaison with the frequency coordinating body in the jurisdiction;

... maintains communications with League members in the Section via email bulletins, web pages and personal visits to club meetings, hamfests and conventions.

Other ARRL programs that are  not  within the SM's duties are:

- Volunteer Examiners
- Volunteer  Counsel
- Volunteer Consulting Engineer
- Volunteer Instructor
- ARRL Arbitration Service
- ARRL Continuing Education Courses
- Advisory Committees
- 1x1 Callsign Administration
- Club Callsign Administration
- ARRL Outgoing QSL Bureau
- Contests, Operating Awards; QSL Card Checking (1)
 
(Note 1:  Section Managers may nominate a DXCC card checker but HQ administers the program)

Although the SM doesn't oversee these programs, he/she can still assist League members with questions or issues in these areas and direct them to the appropriate individual for resolution.

There are areas and issues of concern to Ham Radio Operators-- League Member or not-- that are outside the scope of the ARRL.  While Section Managers may become involved with helping to resolve these issues or participate in these areas, they do so as individuals and not as a representative of the ARRL.  These include issues pertaining to frequency coordination, rules interpretation and/or enforcement, support for political candidates, and selection or endorsement of Amateur Radio equipment.
